True, it's acoustic and twangy (with a little Opry yodel in the middle), but if you listen closely, the downbeat is blues, the lyrics are blues, and the emotion is blues, along with some good-natured finger-pointing and laughing at the hapless subject of the song. Hint: it's not the briefcase.
